About the Mitigation Bank
Within the 74.72-acre Bank Property there are approximately 69.03 acres of waters of the State. Additionally, there are approximately 2.14 acres that are subject to easements or which otherwise do not allow for full protection within their boundaries though they do not conflict with the proposed Conservation Easement. These 2.14 acres have been excluded from all crediting determinations.
Potential Waters of the State credits were determined by the limits of the Federal Emergency Management Agency (FEMA) designated floodplain for Lake Elsinore, which extends to an elevation of 1,265 feet above mean sea level (AMSL). Areas of existing Waters of the State or Covered Habitats are identified as restoration, unless these areas are being converted to a different kind of waters resource/covered habitat type. Areas that do not currently support Waters of the State or that will be converted are identified as establishment or re-establishment. A 1:1 ratio for Credits to mitigation required is considered appropriate because of the high quality and high resource value of the proposed Waters of the State or Covered Habitats being re-established and rehabilitated, and because a majority of the credits are re-establishment credits
Credits in the Bank will consist of Waters of the State or Covered Habitats that can be used for mitigating impacts authorized under Section 1600 of the California Fish and Game Code; the Porter-Cologne Act (Waters of the State Credits); and Section 6.1.2 of the MSHCP (Covered Habitat Credits).
Credits
The resulting creditable acreage across the Bank Property is 72.58 acres of Waters of the State or Covered Habitat credits. These credits will be generated as depicted in Tables 1 and 2 below.
